中國網/中國發展門戶網訊 近年來，習近平總書記屢次強調加強人才自立培養，重視培養人的科學思維、科學精力。2023年5月，習近平總書記在二十屆中心政治局第五次集體學習時再次強調，進一個步驟加強科學教導、工程教導，加強拔尖創新人才自立培養，為解決我國關鍵焦點技術攻關供給人才支撐。2024年我國國民中具備科學素養的比例為14.14%，與american（28%）、瑞典（35%）等發達國家比擬，以及與2035年實現25%的國民具備科學素養的目標比擬，仍有較年夜差距。推動我國科學教導事業的進步與改造，周全晉陞國民的科學素養，培養具備科學精力的創新型人才，是實現中華平易近族偉年夜復興的主要基礎和戰略任務。

世界新一輪科技反動和產業變革迅猛發展，全球教導正從工業時代以知識傳授為焦點，向以培養人的創新才能為焦點的教導范式轉變。隨著ChatGPT、Sora等人工智能技術的發展和廣泛應用，對基于工業時代樹立的教導底層邏輯將帶來范式反動性轉變。面向未來的科技創新人才，需求豐富的科技教導資源和實踐場景作為支撐，以及加倍重視科學方式、科學精力、批評性思維和創造性思慮等創新才能的培養。是以，僅靠傳統教導主體已無法完成科學教導的任務任務，構建跨部門協作、多類科技創新主體協同育人的科學教導生態系統勢在必行。此外，根據教導部、人力資源和社會保證部、工業和信息化部聯合發布的《制造業人才發展規劃指南》，預計2025年，我國新一代信息技術產業將出現950萬人才缺口，高檔數控機床和機器人領域人才缺口將達450萬人，航天航空裝備領域人才缺口將達47.5萬人。通過構建科學教導生態，聯合相關行業企業樹立一個強年夜的晚期學習系統，既能幫助國民晉陞基礎科學素養，也有利于各關鍵領域科技創新人才的自立培養。

世界各國積極布局科學教導生態系統

當前，重要發達國家均將構建科學教導生態系統視為實現國家科學教導戰略目標的關鍵舉措，重要包含制訂長期規劃并優化組織機制、樹立和完美科學教導標準、促進伙伴關系和跨機構一起配合。

制訂長期規劃并優化組織機制，推動構建科學教導生態系統。american在2018年發布的國家科學教導戰略規劃中，明確提出要構建科學教導生態系統；2022年american總統科技政策辦公室進一個步驟提出了改造和增強american的科學（science）、技術（technology）、工程（engineering）、數學（mathematics）和醫學（medicine）的STEMM生態系統的愿景。從2011年起，american在其國家科學技術委員會下，成立聯邦科學、技術、工程與數學（STEM）教導協調委員會和6個跨機構任務組，明確了其國防部、動力部、衛生與公眾服務部等14個成員單位在科學教導中的任務定位。英國通過“科學與創新投資框架”和STEM教師的培訓，樹立國家科學學習網絡，整合教導資源并促進學生、教師和研討人員的交通一起配合。德國針對“工業4.0”的需求，構建了科學教導戰略框架，培養適應新時代工業需求的技巧人才。澳年夜利亞頒布《國家STEM學校教導戰略（2016—2026）》，明確協調各方資源、構建科學教導生態系統。韓國和japan(日本)均先后制訂科學教導戰略計劃，推動科學教導生態化發展。

樹立和完美科學教導標準，促進學科融會，適應科學發展需乞降挑戰。american、英國、德國、japan(日本)和新加坡等國家已經采取了具體辦法來確立科學教導的國家標準和框架。american在科學教導領域的發展尤為顯著，其2012年制訂的《K-12科學教導框架》為2013年發布的《新一代科學標準》奠基了基礎。《新一代科學標準》強調了3個關鍵維度——學科焦點概念、科學與工程實踐，以及跨學科概念，這一標準已成為指導american科學教導的主要文件。在american，各州年夜約每5年就會修訂課程標準。英國教導與科學部于1989年發布了《國家科學教導課程標準》，確立了全國統一的科學課程標準，為中小學科學教導供給了官方指導。今朝，英國1—9年級的科學課程標準依據的是2013年修訂的《英國國家課程：科學課程學習計劃：第一和第二階段》和《英國國家課程：科學課程學習計劃：第三階段》；10—11年級應用的是2014年修訂的《英國國家課程：科學課程學習計劃：第四階段》。德國自21世紀初起，專注于樹立全國性教導標準。japan(日本)和新加坡同樣制訂了合適各自國家發展戰略的科學教導標準，以確保教導體系能夠滿足未來科技和社會發展的需求。制訂這些標準的參與者，不僅觸及教導部門專家，更有科學家、企業專家等分歧類型。

促進伙伴關系和跨機構一起配合，加強全學段的科學教導有機銜接。各國從處所自下而上的實踐摸索出發，逐漸構成國家層面的多主體協同參與科學教導格式。澳年夜利亞和德國通過建設有用的伙伴關系和實驗室一起配合，加強了STEM領域的教導和實踐。japan(日本)則重視學科整合和社區協作，強化跨學科的科學、技術工程、藝術和數學（STEAM）教導，促進了科學教導生態空間的延包養伸。american和澳年夜利亞在國家科學教導政策中明確提出構建科學教導生態系統，采取多樣化舉措在科學教導體系中晉陞學習者的科學素養和技巧，構建起涵蓋各教導階段、有機銜接的科學教導生態。

科學教導生態系包養統的內涵和特征

科學教導生態系統的內涵

科學教導是與傳授科學知識、晉陞科學素養、培養科學精力、培養科技人才有關的教導活動，其目標是通過懂得天然界的規律和道理來培養學生的科學知識、科學思維、實驗技巧和科學態度。傳統的科學教導重要指在中小學階段開展的以天然科學內容為主，發展個體及群體科學素養的教導教學活動。隨著包養社會需求的演變，科學教導的范疇不斷擴年夜，演變為覆蓋基礎教導到高級教導，以及職業教導階段，包含校內正式科學教導和校外非正式學習環境（如家庭、任務場所、博物館、社區等）中進行的科學教導，以american的STEM教導為代表的國際科學教導多指后者，其內容也從基礎的科學、技術、工程和數學慢慢擴展到包括藝術、醫學、信息技術等與社會生產和應用聯系緊密的領域。本文加倍關注廣義的科學教導，即面向基礎教導至高級教導、繼續教導、職業教導，既包含學校訂式學習環境中的科學教導，也包含校外非正式學習環境（如家庭、任務場所、博物館/圖書館/地理館、社區、科技社團等）中的科學、技術、工程、數學、醫學、藝術和信息技術及其彼此穿插、融會的學科領域。

科學教導生態系統的概念最早由american提出，其強調一個國家的科學教導觸及學校、社區和區域等多個分歧層面之間的互動與依存，整個系統的安康和可持續性依賴于資源的有用設置裝備擺設和各要素間的有用聯動。科學教導生態系統作為一種新的教導理念和治理形式慢慢被各國采納和摸索，也正在重塑人們對于科學教導的認知和實施方法。早在2000年，中國科學院學部就強調，科學教導應將科學知識、科學思惟、科學方式和科學精力作為一個整體來發展，使學習者將這些才能內化，轉化為他們信心和行為準則。2022年中國科學院和教導部聯合安排了“我國科學教導改造戰略研討”，組織100余位院士專家開展研討，提出頭具名向全球科技競爭日包養網趨劇烈的嚴重挑戰，指出我國亟待系統搭建科學教導體系。

基于歐美及我國科學教導生態系統實踐的觀察和相關研討，本文認為：科學教導生態系統是由當局引導，促進學校、科研機構、科技企業（以下簡稱“企業”）及社會各界等彼此感化、彼此依存、緊密聯系的復雜系統；通過資源有用統籌、體制機制協同及政策法規支撐，科學教導生態系統為學習者供給正式和非正式的科學教導機會，實現全學段覆蓋、跨學科融會和多場景實踐的科學教導，培養創新人才和晉陞國民科學素養。科學教導生態系統學習者包括中小學學生、中小學教師、本科生、研討生、博士后、年夜學教師和繼續教導學習者等。

科學教導生態系統的特征

主體多樣性。在科學教導過程中，分歧類型的參與者和機構配合協作，構成一個多元化的生態系統。科學教導生態系統中的參與主體包含當局、學校、科研機構、企業、社會組織和學習者等。這些主體通過協同開發和應用教導資源，構建一個共育的生態環境。

當局引導性。當局的引導對構建資源互補、協同發展的良性循環至關主要。當局通過樹立健全政策法規體系、完美體制機制、開放多樣化的一起配合渠道發揮其引導感化。當局不僅統籌設置裝備擺設需要的資源支撐，更主要的是通過體制機制強化各主體參與的內在動力，確保科學教導資源高效流轉和整體目標的實現。

好處共素性。各參與主體之間具有互利共生、配合發展的關系。教導主體培養人才，科研主體進行科技創新，用人主體供給實踐場景，各方通過一起配合和資源共享，推動科技創新、教導改造和人才培養的良性循環。通過這種好處共生關系，生態系統中的各主體可以更好地應對科技創新環境的變化，晉陞科技人才培養質量，實現持續的創新驅動和高質量發展。

動態適應性。動態適應性特征使得科學教導生態系統能夠在復雜多變的環境中持續演進，確保系統的長期活氣和競爭力。各參與主體及其協同機制能夠根據內部環境的變化，靈活調整與優化系統內部的資源設置裝備擺設、一起配合方法和發展戰略，從而堅持系統的穩定、創新和高效發展。

科學教導生態系統的剖析框架

國內內科學界和學術界廣泛認為，構建多渠道、多途徑和多元主體協同參與的科學教導和培養創新人才的體系是科學教導未來的發展標的目的。縱觀各國構建科學教導生態系統的政策與實踐，對科學教導生態系統的機理認知、理論框架的深刻剖析依然較少，本文提出科學教導生態系統多主體協同育人的剖析框架——“4P+1A”五維剖析框架。

科學教導生態系統“4P+1A”剖析框架

“4P+1A”五維剖析框架包括參與主體（participants）、腳色定位（position）、育人舉措（practices）、協同機制（partnerships）和評估引導（assessment）（圖1）。科學教導生態系統中，參與主體，包含當局、學校、科研機構、企業、社會組織和學習者等；腳色定位，指分歧主體在整個生態系統中的職能與感化分工；育人舉措，包含各主體根據其腳色和職能，供給的正式和非正式的多樣學習機會；協同機制，指系統內分歧主體通過有用的一起配合與互動，構成彼此依存、配合發展的協作形式；評估引導，確保各主體之間的資源整合、信息共享、目標統一，從而推動整個科學教導生態系統的安康發展與持續改進。

“4P+1A”剖析框架的構成要素與內涵闡釋

科學教導生態系統中參與主體是系統的基礎構成單元，腳色定位是安身分歧主體戰略定位的價值引領和內驅動力，二者緊密聯系、內在統一。在科學教導生態系統中，各參與主體腳色定位、重要效能和所開展的科學教導活動有差異，但都是以學習者個體為焦點的。各級當局。重要腳色是制訂戰略規劃、統籌資源、樹立科學教導標準體系和法令保證體系，以及優化體制機制，晉陞跨機構一起配合效力，引導和促進各方一起配合，打破傳統教導形式的限制，并進行需要的監督保證舉措，保證整個生態系統高效運行。中、小學學校。目標是培養學生對科學的興趣，激發學生的創新思維。此中，中、小學教導任務者是知識傳遞者和創新思維的培養者，同時也是教導改造的執行者。年夜學和科研機構。其腳色定位是供給高級教導，培養創新人才，通過科學研討創造知識并推動科學前沿的拓展，為社會供給科學教導的公共服務。企業。產品和服務創新的主體，科研結果轉化的平臺，以及經濟價值的創造者；對科技創新人才的需求是科學教導體系發展的風向標，也是推動科學教導生態系統發展的最基礎動力。在科學教導生態系統中，企業“育人”和“用人”效能相結合，充足賦予其人才培養的自立權。社會組織。飾演著連接學術界與公眾、支撐非正式教導和終身教導、促進科學知識普及與應用的關鍵腳色。

育人舉措是科學教導生態系統實現育人效能的行動路線。舉措類型包含：統籌規劃型——戰略規劃、體制機制建設、法令體系完美和資金保證體系構建。當局重要采取統籌規劃型舉措，設計并持續優化科學教導生態系統整體框架。知識傳授型——傳授課程和科學教導講座。這一類別涵蓋中小學、年夜學、科研機構、企業和社會教導機構和社會組織等主體，它們配合承擔科學教導生態系統傳播科學知識的基礎任務。基礎才能培養型——科研項目、實踐活動、共享科研儀器和數據、培訓教師等。這些舉措重要由年夜學、科研機構和企業等科技創新主體實施，以培養具備科研才能與創新精力的科技人才，促進前沿研討和技術創新的緊密結合，加快科研結果的轉化與應用。產業實踐型——重要由企業供給實習機會、實踐平臺。企業作為科技發展的前地和人才需求的重要來源，面向產業發展需求，為本科和研討生畢業生供給科研場地，不僅有助于學生將理論知識轉化為實踐才能，更是構建人才與市場無縫對接的關鍵橋梁。

協同機制促進各參與主體之間的有機互動和資源整合，是科學教導生態系統發揮系統效能的紐帶和橋梁。機制類型包含：資源互補型——政策/資金支撐和科研資源共享。當局在此機制中飾演焦點腳色，通過制訂有利政策和供給需要資金，為整個生態系統注進強勁動力。同時，企業通過向高校和科研機構供給資金支撐或樹立科研資源共享平臺，不僅助力基礎研討，也獲得了本身發展所需的技術與知識支撐，構成了互利共贏、雙向驅動的協同關系。一起配合參與型——科研項目一起配合、科學教導一起配合和科學普及一起配合等。它鼓勵企業、年夜學、科研機構、中小學校、社會教學機構及社會組織等多方主體，配合參與育人活動，以加快科技人才培養，滿足科技產業對高素質人才的需求。這一機制不僅促進了知識、技術與資源的有用流動，還確保了人才鏈上各主體好處的深度融會與共贏，發揮了科學教導生態系統培養人才、服務經濟社會發展的主要感化。

評估機制是科學教導生態系統的關鍵保證，為系統的持續優化和發展供給反饋與支撐。評估主體及對象。當局及教導行政部門、學校及教導機構或專業評估機構對學習者個體、育人主體、育人舉措和協同機制進行評估。包養網評價考察目標。所以否實現科學教導的發展目標作為考察標準，通過前瞻性的評估框架引導系統的持續優化。評價體系構建。確立多維度、可量化的評價標準與指標，確保評估的科學性和公平性。動態跟蹤評價與反饋機制。通過實時監測、按期評估與即時反饋，確保教導過程中的問題獲得及時發現與解決。

培養我國科學教導生態系統的實踐思慮

科學教導是落實黨的二十年夜報告提出的教導、科技、人才三位一體發展的最佳結合點，是晉陞全平易近科學素養的主要基礎，關乎國家未來的發展戰略。新中國成立70余年來，我國在科學教導領域穩步發展，體制建設不斷優化，為我國科技人才培養與國民科學素養晉陞奠基了堅實的基礎。近年來，我國又修訂了《義務教導科學課程標準（2022年版）》，將1—9年的科學教導標準進行一體設計，提出了“焦點素養”導向。2023年5月，教導部等18個部門聯合印發了《關于加強新時代中小學科學教導任務的意見》，構成社會協同支撐機制，盤活各方科學教導資源。我國科學教導發展至今，已具備科學教導生態系統的基礎要素，可是科學教導主體的多樣性和自立性缺乏，各要素之間協同機制尚不健全。面向未來，亟待加強科學教導生態系統建設，為我國高質量發展供給高程度的科技人才供給。

建議將構建科學教導生態系統，作為我國科學教導改造的主線，樹立健全除學校以外的其他社會多主體參與科學教導的協調機制，軌制化、體系化推進科學教導生態系統建設。樹立科學教導協調機制。統籌協調教導部門、科研機構、科技企業等開展科學教導活動、開發科學教導資源，促進各方在校內外融會的科學教導中發揮各自的優勢和感化，加速構成面向未來的科學教導生態系統。 研討制訂我國科學教導改造與發展的戰略規劃。明確科學教導是我國面向未來實現高質量發展的基礎性和戰略性任務，對實現高程度科技自立自強的奮斗目標具有焦點支撐感化；要總體統籌科技資源和教導要素的精準對接、有用設置裝備擺設，激發構成科學教導生態系統的內生動力，構建高效、耐久和有彈性的科學教導生態系統；為培養具有科學素養和創新才能的人才供給軌制性保證。

加速樹立國家科學教導標準體系和評價體系，為多元主體參與科學教導供給基礎遵守。打破現有學科界線。根據年夜科學時代科技創新的范式與特征，從頭梳理知識基礎結構、從頭樹立知識的總體框架，特別要關注科學發現、技術發明與產業實踐的結合，要體現中國學術思惟精華，將東方科學的還原論思維與東方系統論思惟有機融會。構建全學段貫通式科學教導體系。制訂分歧學段的科學教導培養目標，以及相應的課程標準和教導方法。同時，要重視從小學到年夜學的各個教導階段之間的銜接和貫通，構建合適中國國情的科學教導體系。樹立以科學素養為焦點的多維度評價標準。要將評價重點從學業成績和知識把握，轉向重視學生的創新才能和綜合素質表現；評價時效也要從結果性評價，轉向樹立過程性監測與指導。

健全激勵機制，激勵社會多元主體積極參與構建科學教導生態系統，增強財政部門和科技部門對科學教導的投進和支撐。引導多渠道資金投進。在教導經費和科技經費中設定需要經費，統籌支撐科學教導的開展，通過社會責任、給予稅收優惠、專項資金支撐等多種手腕有用激勵，鼓勵相關企業、社會機構等多方氣力參與科學教導事業。推動社會多元主體參與科學教導。鼓勵科技界和各類校外場所，如博物館、科技館等，積極參與科學教導的推廣。支撐他們研討開發多樣化的優質科學教導資源與產品，如視頻、音頻、動手實踐等情勢。樹立科研資源的教導轉化機制。研討樹立國家科技計劃項目結果與科學教導之間的有用銜接機制；持續優化國家嚴重科技基礎設施等向各類學校供給開放和支撐服務的軌制。

傅梦霞一遍遍向村民解释，按照政策，子女变更为城市户口后，村里是不包養给分田的；况梦华脱掉鞋袜跳进水田，和老乡一起插秧；黄彬一边吃辣椒一边写方案，参与策划了村里的首届辣椒文化节……

2020年，江西省宜春市公开招考1000名大学生专职村干，包養網鼓励大学生回原籍村任职，傅梦霞、况梦华和黄彬都是新入职的专职村干。“要培育一批懂农业、爱农村、爱农民的基层后备干部力量。”宜春市委书记于秀明向记者介绍招考的初衷。

2021年1月，1000名年轻村干奔赴各自的岗位。疫情防控、助力春耕、组织厨艺大赛、开展党史学习教育……这些年包養轻人把青春包養的汗水洒在了家乡的土地上。

希望生活充满七月般的热情

第一次下村，上高县泗溪镇的傅梦霞就感受到了“春寒”。当时，疫情防控要求登记新进村人员的相关信息，部分村民对这个年轻人并不买账，老村干部开口解围时才愿意提供信息。

“填表是一件非常细致的事。”傅梦霞说，在那份摸包養底排查信息表中，村民要填写18项内容。有的村民会提出各种疑问，傅梦霞听不太懂语速快的方言，再加上村民好奇的打量，时常让她感觉如芒在背。

谈起村干包養網工作，傅梦霞觉得比填表还难的，是向村民解释政策。

“我怎么没包養有危房改造补贴？”“情况差不多，凭什么他评上低保？”“账目里这笔钱是怎么花的？”“我儿子为什么不分田……”

面对这些提问，傅梦霞把政策细则一条条讲给村民听，渐渐地，她会将情感注入到村民的家事中。老同事则告诉傅梦霞，“要有为他们考虑的心意，但工作必须以政策为准。”

傅梦霞说，在寻求理性和感性之间的微妙平衡时，“好像明白了，好像又差点”。

下班以后，傅梦霞会逗逗自己的猫“七月”。之所以给它取名叫“七月”，一是因包養为小猫被领养时刚好7个月大，另一个原因是希望生活充满7月般的热情。

傅梦霞说，得益于组织和前辈的培养，现在自己工作越发熟练；“七月”则得益于自己的照顾，长胖了很多。

“我们俩，都在变得更好。”傅梦霞说。

春耕育秧并肩作战后的意外收获

水稻是南方最普遍的粮食作物，江西农民一年两季种植水稻。早稻种植阶段，上高县芦洲乡村民向村干部反映人手不足，怕影响育秧。5名村干商量后，决定组队去帮村民干农活儿。

在郭溪村任职的大学生村干况梦华自信满满地挽起裤脚就下了地，还没干活儿，已开始脸红流汗。倒不是因为累，而是因为他之前觉得农活儿简单，下了地却手都不知道往哪儿放包養網，每一步都要问别人怎么做包養網，“为自己的自大而脸红流汗。”况梦华说。

路过的老乡看见了，便对着水田喊，这么白的腿，也会下地“作田”了。

“农民是大地的艺术家。”况梦华包養網边看边学，看村民在田两边插好两端带木桩的绳子，沿着绳子顺序摆放育秧盘，动作如行云流水。

摆盘时况梦华闹了笑话。他发现田里包養網有积水，于是一边摆盘一边在田里舀水。村民看见了，隔着田垄笑着喊：“后面会统一排水的哦。”

尽管动作生疏，但好在人多力量大。一天下来，村干们手忙脚乱帮村民提前完成了育秧工作。况梦华表示：“再也不觉得种地是纯体包養網力劳动了，里头有很多经验值得学习。”

这场春耕，让大学生村干们有了意外收获。

以前村民见到他包養網们很拘束，沟通时硬憋着说普通话。经过春耕育秧这场并肩作战以后，村民们明显感受到，大学生村干是“包養自己人”，于是变得熟络了许多。最近进行养老保险认证时，村民们就直接用方言喊：“小况，来帮我弄下。”

乡村振兴的重点是产业振兴。近日，上高县部分大学生村干还包養走进翰堂镇中楼村，学习该村烟草产业的发展模式。“我们都是新人，借鉴优秀村的经验，工作才有谱。”况梦华参观后说。

创新带来更多可能与自信

在产业振兴的路途上，高安市的大学生村干黄彬，正投身于火热的辣椒产业。

这个“五一”假期，在高安市上湖乡赤星村的广场上，春风吹来辣椒的香味。这香味来自首届辣椒文化节的厨神大赛。

文化节里忙前忙后的黄彬进村前几天才知道，自己要来的村子竟是有名的辣椒产地。和许多江西人一样，黄彬平时就很爱吃辣椒，不过并没见过辣椒的种植与生长。

进村工作以后，黄彬每天都要路过大片的辣椒地：“看见辣椒生长的点滴变化，对土地会产生敬畏之心。”

进村前在传媒领域创业的黄彬发现，这里的辣椒口感、外形都较为优异，不过在品牌化发展上，还有待开发。

一边吃辣椒，一边写方案。黄彬在计划书里建议设计人物形象VI，增加品牌辨识度，于是辣妹、椒哥两个动画形包養象包養網被设计出来，用作推广上湖辣椒品牌；黄彬还参与策划了首届辣椒文化节，活动当天被晒得手臂脱皮…包養…

首届辣椒文化节的主题是厨神大赛，各路大厨使用上湖辣椒做出了一道道特色菜肴包養網，整个广包養網场都弥漫着辣椒的香味。

黄彬记得，自己印象最深的一道菜就包養是青椒小包養龙虾。市场上平时用干煸红辣椒来炒小龙虾，而这道青椒炒出来的小龙虾保持着食材本来的鲜香。最重要的是，黄彬与村民看见了关于辣椒的另一种可能，对上湖辣椒有了更多的自信。

首届包養網辣椒文化节落幕以后，黄彬思考，未来的文化节可以通过更多的模式助力乡村振兴：如从采摘环节就开始比拼辣椒的嫩度外形口感，举办采摘活动吸引包養父包養母带小孩来游玩，用研学活动让学生体会土地的神奇……

包養網黄彬包養希望，自己在上湖拍出的辣椒推广视频，能通过大众传播媒介，展示给更多人。
